The Town of Discovery Bay is a Community Services District (CSD) that is  managed by a 5-member Board of Directors.  The CSD Board acts as the local governing body for the community in much the same way that a City Council oversees the governance of a city.  While the Town doesn't have a mayor, we do have a General Manager who serves the CSD Board, and the General Manager oversees staff who handle day-to-day operations of the community.
