East Contra Costa County has an extensive public transit system.  Discovery Bay is served primarily by TriDelta Transit. 

There has been much discussion about the possibility of an eBart station perhaps being located in Byron, but thus far there hasn't been significant progress toward this goal.  Visit the eBART website to find out more.
