Board of Directors

The Town of Discovery Bay is a California independent Community Services District (CSD) and is governed by a 5-member Board of Directors. Directors are publically elected and serve 4-year staggered terms. The Town of Discovery Bay is responsible for water, sewer, landscaping and parks and recreation.  While the District does not have authority over land use, zoning, law enforcement or fire protection services, the District does advise the County on decisions that affect Discovery Bay that are not within its jurisdiction.  The District’s General Manager is tasked to carry out the policy decisions of the Board and oversee the day-to-day operations of the Town of Discovery Bay.

President: Mark Simon

Term of Office - December 7, 2012 to December 2, 2016

Mark is a 26 year resident of Discovery Bay and is in the automobile retail business.  Besides serving on the Town of Discovery Bay CSD Board of Directors, he is also a member of the Discovery Bay Chamber of Commerce, Discovery Bay Yacht Club and the Discovery Bay Lions Club.  In his free time, Mark enjoys riding in motorcycle rallies as well as experiencing all the recreational opportunities that Discovery Bay has to offer.  Mark currently serves as President of the Board of Directors, and is proud to call Discovery Bay home.  He is grateful to the residents who have given him their confidence in representing them in Discovery Bay.

Vice-President:  Chris Steele

Term of Office - December 3, 2010 to December 5, 2014

Chris is an active community leader dedicated to working with others to improve the quality of life in Discovery Bay and the greater Delta region.  He and his wife Amy became fulltime residents of Discovery Bay in July 1995.  He was first elected to the Board of Directors of the Town of Discovery Bay Community Services District in November 2010.  Chris owns a successful small business specializing in commercial real estate brokerage, and in addition to his role on the Town’s Board of Directors, he is active in the Discovery Bay Lion’s Club and the Chamber of Commerce.  Chris, Amy and their two children enjoy spending their free time playing baseball, basketball, competing in horse shows, and playing in the water.  Previously, Chris served as Board President and is currently the Vice-President.  Chris is grateful to be able to represent the residents of Discovery Bay.

CSD Board President Kevin Graves

  Director:  Kevin Graves

Term of Office - December 3, 2010 to December 5, 2014

Kevin Graves is an East Bay native who has made Discovery Bay home for the last twenty years.  Kevin raised his son Joey here as a single parent and has come to embrace all aspects of Discovery Bay.  From the schools, to his church, to the recreation and boating, Kevin has always been of service to his community. 

While serving on the CSD Board of Directors for the past five years, Kevin has served two terms as President; one term as Vice-president; and he has also served as Chairman of the Community Center Committee as well as other local and regional boards and commissions.

When Kevin isn't serving the citizens of Discovery Bay, he serves the veterans of our nation as a LINC for the California Department of Veterans Affairs.  Kevin is the president of 'Some Gave All - The Joey Graves Foundation' which he founded to honor the memory of his son, SPC Joseph Graves, who gave his life for his country in Iraq on 25 Jul 06.

Kevin also serves in the State Military Reserve as a Staff Sergeant.  His is presently a Chaplains Assistant for the 185th MP Battalion, located in Pittsburg, CA.  There he provides moral and spiritual support to the soldiers as an integral part of the Unit Ministry Team.

Director:  Bill Pease

Term of Office - December 7, 2012 to December 2, 2016

My wife Donna and I have been Discovery Bay homeowners since 1999.  Prior to moving to Discovery Bay full time in 2010, we lived in Fremont where we raised our family and operated a construction company for over 25 years. I was elected to the Fremont City Council in 1996 and served until my term expired in 2004. I also volunteer my time and have served on a number of community boards, commissions and service organizations throughout my career.  I am a United States Air Force Veteran, having served from 1968 to 1971. I believe participating and giving back to the community in one way or another helps make the community a better place to live.  I was elected to the Town of Discovery Bay CSD Board in 2012.  I appreciate the responsibility the voters have given me to help guide our town into the future. Donna and I have three grown children and three grandchildren. I am an avid golfer and enjoy and gardening with my wife. We selected Discovery Bay as our retirement home because of the friendly residents and all of the various recreational opportunities. It truly is a great place to live, and I am committed to keeping it that way!

Director: Marianne Wiesen

Term of Office - December 7, 2012 to December 5, 2014

I moved to Discovery Bay from Illinois in 2010 after retiring from a career that spanned more than 32 years in nursing home administration.  My career allowed me numerous opportunities to serve the community in which I lived, including sitting on the Knox County (IL) Housing Commission Board of Directors, and as a Paul Harris Fellow Rotarian, as well as numerous other civic and professional boards and service organizations.  Since moving to Discovery Bay, I have served on the Discovery Bay Lion’s Club Board of Directors, I am a founding member of Bay Area Rescue Canines, and I am on the Advisory Board of Kaleidoscope.
